Countifs

I have a college football spreadsheet that contains 132 columns of statistics for each team. I have been running a lot of COUNTIFS to see how various stats correlate with each other. What I would like to do is to determine if a games pointspread (column DW) is 30% or more of the games posted total (column EB), did the game go OVER or UNDER (column EC) this posted total.
