counting blanks

=IF(AND(Dutch!$F$45="GO",S5>0),"Proceed","")

in the formula above i am only tringing to refer to s5 if it has a value in it.

at the moment it doesn't but I am still returning "Proceed"

Is because there is formula in S5 and it is counting that as as >0

How do i get round this problem?

=IF(Dutch!$F$45="GO",IF(S5<>"","Proceed",""),"")
