Counting Cells meeting two criteria

I have a raw data sheet containg cells similiar to below

Date	CAPT	Tail	CBAC	ATA	Discrepancy	Corrective Act	Sta	Flt	MinDLY	>30 Min	<= 30 Mins
1/1/15		163		3810					16		16
1/1/15		171		3010					11		11
1/1/15		158		2910					114	114
1/1/15		155		2910					38	38

What I'm trying to count is the amoount of time tail # 163 was delayed, and that delay was <= 30 Mins. I've played around with a countifs statement but can't seem to get it to work. Thank you in advanced for your help.

Assuming your table starts in A1, try:

=COUNTIFS(C2:C5,163,L2:L5,">0")
