Counting unique entries with a condition

Is it possible to do the following:

If have the data set:

Col A ColB
Fred USA
Joe France
Mary Spain
Jean Germany
Joe France
Joe UK
Paul Italy
Andy Wales
Fred USA

Can I add a condition to the formula sum(1/countif(A1:A10,A1:A10)) and link to a condition in Column B such that it only counts the Joe's that are in France?
