Creating a data validation drop down list based on randomly distributed data

Hi,
I'm trying to create a drop down list in one sheet that is populated by data that is randomly distributed in another sheet. I have been unable to find a thread that addresses what I am trying to do.

If column A had numbers from 1 to 10 randomly distributed in rows 2 through 50 and Column B had a unique id for each entry in column A, I would like the drop down to be built from only the unique ids listed next to number 4 or number 6 or whichever number (between 1 and 10) that is selected in another drop down list.

Is this possible? So far I have been unable to manage it.
