Creating a New Error "Finder"

I have the setup below, except instead of 2 rows, there are nine (identicle format on the info though). I am wondering if I need anything other than a formula (as opposed to a macro, multiple formulas, etc) that will tell me if a row that contains the value of '2' in Col B and the row's values in Col C, D, and E are NOT found in any row that contains the value 'First' in Col B, by returning the value "new error."

***update-I have since run the CONCATENATE on Col C, D, and E, returning the string to Col C. Now it would only need to be if B=2 and C does not show up in anything with a value in Col B of 'Initial', return the value "New Error"**********
