CSV issue

Working with a CSV file with dates like 1/23/2023. I can change the date to '01/21/23 and save the file and everything is fine. But, when I save the file as a CSV - not an xlsx, when re-opened, the date reverts back to 1/23/2023. Is there a fix for this?

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
If the CSV file has a date like 1/23/2023, which means January 23, 2023, why would you change the date to the string 01/21/23 in Excel?

Also when I do what you described, putting in '01/21/23, saving to CVS, then open the CSV file, I get 1/21/2023. Exactly what I would expect.

It's not clear what you want to happen. Is this just an issue with how the date is formatted for display?
