Custom highlight with a format

Ok, I have a sheet with several dates and times. The Date format is: MM/DD/YYY HH:MM am/pm I need the cells to be highlighted if the time is AFTER 9:00 am when I try the conditional formatting it does not work because of the date in front of the time

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
If it is entered as a valid date time, you can use a Conditional Formatting formula like this (for a value in cell A1):
Excel Formula:
=MOD(A1,1)>(9/24)
