Custom Ribbon Tab

I'm new to creating a custom ribbon tab in Excel, and I have a couple of questions:

-- Is there a way to have a custom ribbon tab show for all workbooks rather than just one?

-- Is it possible to not have a label show on the button, but for it to show when you hover over the button like it does on a standard toolbar?

Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.

Show all Workbooks?

You mean all open Workbooks.
Or all Workbooks in a particular folder.
Or do you mean all Worksheets?
