CustomUI and Macro Issues (US vs Spain) (Country/Region Issue?)

Hello,

I've created an Excel spreadsheet that is used within my company. This spreadsheet is used for costing and includes currency, dates, and general information. Within this spreadsheet are a number of macros that are used to reduce data input requirements. Some of these macros are accessed using a ribbon added using Custom UI and some of these are built into the various tabs of the estimate sheet. All of the functionality works fine for users in the United States but in Spain we are having issues with the custom UI ribbon and one of the option button macros located on a tab in the spreadsheet.

I believe I have narrowed this down to a country/region issue. I believe this because the single option button macro that does not work is a macro that switches all numbers labeled with a dollar sign to a euro symbol and vice versa. After looking into this is appears that different country/region settings in Excel may be the cause. I assume the custom UI ribbon is an associated problem but let me know if you have any ideas.

This link https://msdn.microsoft.com/en-us/library/aa537159(v=office.11).aspx appears to provide some assistance but I don't understand how to include this coding. In my opinion it would it would be ideal to incorporate this fix as a Workbook_Open() type command.
