Data Table problem (Excel 2007)

This was not a problem in 2003, looks to be in 2007:

I have a table like this:

A B C
2 # =B1
1.5 # =B2
1 # =B3

Col A is the input to my table, column B are the results. Col C is just pointing to Col B.

If I change the number 2 in Col A for example, the Col B number changes, as it should. However, Col C remains unchanged. I have recalc set to Automatic except tables. I hit F9 and nothing happens. I can change Col A all I want and Col C never changes, but Col B is always correct. Changing recalc options makes no difference.

Now I edit the formula in Col C (make no changes, but save). Now when I change Col A, Col C changes, but it is one step behind, it uses the PREVIOUS value that was in Column B! It continues one step behind if i keep changing Col A.

I thought maybe it was related to the fact I was running in compatibility mode, but I saved to .xlsx but it did not help.

CTRL-ALT-F9 makes the calculation work, but something has changed from 2003 and it is not at all obvious. This could burn some people.
