Data Validation with specific date and time FORMAT

I need to do some time calculations and would like to lock in a specific date and time format with data validation.

DD/MM/YYYY HH:MM

Any ideas?

When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
I found a great solution:

First

Select range and then apply a custom format (CTRL-1): DD/MM/YYYY HH:MM

Second

Under Data / Data Validation, select "custom" and then enter "=mod(a1,2)" in the formula box
Make sure to adjust the cell reference to the appropriate cell(s)
Make sure to add a message to the Error Alert
