Dates in Excel beyond 12/31/2029

Is there a setting in Excel 2013 to override its 2029 rule?

I want to enter 12/31/39 and have Excel interpret that date as 12/31/2039 instead of its default of 12/31/1939.

I don't want to have to enter the year as 4-digits as Excel Support recommends, because I'm dumping data that uses a 2-digit year format from another program into Excel.

That's a region and language control panel setting.

That's actually a Windows setting.

Control Panal - Region and Language - Additional Settings - Date
Then you can adjust that cutoff year between 1900 and 2000.
