deleting collections of records based on one field

I have a list of account access records that I need to prune. I'm interested in deleting all accounts that were only accessed by a specific user. As an example:

I need something that looks at all accesses for a given account number, and deletes all records for that account only if every access is by a specific user (9048, in this case). In the example above, records for account 30554217 would be deleted, and records for the other two account numbers would be left alone.
