Disable drag and drop more securely

Greetings, I know that I can disable the drag and drop feature at the tools>options level, but so does everybody else. Is there a way that I can do it at the WB level so that it is a lot tougher for someone to use this feature? I need to prevent a user from simply transferring in data from a cell adjacent to it; I need to make it so that they HAVE to manually enter in the data that goes there.

Or perhaps if there was a way to protect the WB from having its options changed that would work as well, but I don't know of a way of locking in the Excel options as it were... Thanks, RB

You will need to use code for this which unfortunately also relies on the user enabling Macros.Furthermore the user can also transfer the data to the adjacent cell by copying and pasting.
