Disable drag and drop more securely

Greetings, I know that I can disable the drag and drop feature at the tools>options level, but so does everybody else. Is there a way that I can do it at the WB level so that it is a lot tougher for someone to use this feature? I need to prevent a user from simply transferring in data from a cell adjacent to it; I need to make it so that they HAVE to manually enter in the data that goes there.

Or perhaps if there was a way to protect the WB from having its options changed that would work as well, but I don't know of a way of locking in the Excel options as it were... Thanks, RB
