What version of Excel are you working with? If using something before Excel 2002, then you will not be able to keep people from clicking on cells, but you can protect them so people cannot make changes to them. If you are trying to keep people from seeing formulas, perhaps a workaround would be to place the formulas on another sheet, hide the sheet, and protect the workbook.
If you are using Excel 2002 or 2003 and are trying to keep people from clicking on cells outside of A1:C1,A10:C10, then you can select A1:C1, go to Format->Cells, Protection tab, uncheck locked, click OK, select A10:C10, go to Foramt->Cells, Protection tab, uncheck locked, click OK. Then protect the sheet.
