Display cell value when parameters are between rows and column min max values

Trying to get excel formula to display cell value when width is = to 34.25 and Height is = to 31.2
Column A is Min Width, Column B is Max Width, Row 2 is Min Height and Row 3 is Max Height.

I can get one or the other but not both.

The formula needs to find the value of the width of 34.25 from rows A-5 thru B-16, and the value of the height of 31.2 from columns D-2thru I-3 and display the value in the cell that meets the result.
Since Width is 34.25 the row that is within the range that matches the value is row 13,
Since Height is 31.2 the column that matches range of the height is in column M
Display intersecting cell = M13 value of 15-6
I hope this clears things up.
