Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
the full logic is not clear

try this macro

Code:
Sub test()
Dim r As Range
With Worksheets("sheet1")
Set r = .Range("a27")
r.Offset(-1, 0).EntireRow.Insert
r.Offset(-1, 0) = 9999
End With
With Worksheets("main")
.Range("C27") = 9999
End With
End Sub
