Displaying a Data Label on a Chart Using "Offset"

Is there any way to create a label based on an offset value? Right now, I have a bar chart being fed from 2 separate rows of data. Then, below that data, I have a couple of formulas/calculations that gives me the percentage for each one.

I want the chart to be based on the actual numbers that are being used as source data for the chart, but the %s underneath them to be used as the labels.

Anyone know how to do that? I am using Excel 2010.
