dot matrix format conversion

I've got quite a bit of data in what looks like dot matrix printer format. I need to find a way to get each value after the plus sign on it's own row. I'm not worried about there not being a date_time for each value. I can fix that with a master file. Does anybody have a fix for this?

Just to be clear, for each row you want 4 rows to come out?

So for the first row, you'd have a row with a value of +62, then another row with +63, then another row with +62 and then another row of +62?
