Is it possible to have the arrow always show on any cell that contains a drop down list, instead of only when you are on the cell that contains the drop down list.

Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
You could use a Paint Application, to capture the Down Arrow Icon and paste this in the Cell to the Drop Down's immediate right.

Or you could use the Insert Comment option, to highlight the need to use the Drop Down list.

Not if you're using a data validation drop down list.

You can use a forms combo box which always displays the drop arrow however, a combo box is a bit more complicated to setup. Also, if you need to refer to the selection in a formula it's also a bit more complicated!

A simple approach might be to put a border around the cell or give it a different fill color so that it stands out.
