Dynamic drop down list

Hello.

I have a request for assistance regarding a right-click drop down list created dynamically based on two values.

To illustrate my problem, consider the following:
the numbers 1 2 3 4 5 6 7 8 9 0
If I input the number 3 in one cell and 8 in another cell, I would like to create a before right-click action the would show a drop down list containing the numbers 3 4 5 6 7 8. As the two values change, the items in the drop down list changes as well.

I appreciate your time and assistance.
