Dynamic Grouping of rows

Hello. Here's the situation. I have a header row (A2). Currently A3-A108 are all initiatives in support the header A2 but these initiatives will either grow or shrink depending on the work added or completed. I want to be able to dynamically group and ungroup A3-A10 so I'm only seeing the header. If some of the initiatives are completed and only A3-A6 are left, then only A3-A6 will group/ungroup. I know I can do this via the group feature but it's clunky and not as elegant looking. How can this be done?
