Dynamic Set Print Area keep resetting every time and past more items on the worksheet.

Greetings, I have a dynamic print area that works as designed.
Excel Formula:
DynPrint=OFFSET(Duplicates!$A$1,0,0,COUNTA(Duplicates!$A:$A),8)
This will print down to the last "data" row of Column A and over to Column H (8). However, I do have to blank rows (spaces) followed by "Inspected By" in Column A. I was wondering how can I tweak the formula to skip two lines after the last row of data or extend the print area three rows past the last row of data?

Excel Formula:
DynPrint=OFFSET(Duplicates!$A$1,0,0,COUNTA(Duplicates!$A:$A)+3,8)
