Enabling Button in Frame

Hi,
I want to be able to enable a button inside a frame without the frame being enabled itself.
Is there a way of placing a button within a frame, but when the frame is disabled, it leaves one button enabled, or will I need to place the button outside of the frame?
Thanks.
