Ensure that Macros are enabled when Excel starts-up?

Hi!

How do I make sure that the user clicks "Enable Macros" when Excel Starts-up? Otherwise, none of my Macros work!

Excel Facts

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
You cannot. This would effectively bypass the security.

You can, however, display a splash screen that informs users that the workbook will not function correctly if they do not close the book & reopen with macros enabled.
