Error on Incrementing number again

From the picture, i think you can understand my problem....i want to incement the number on "MEMBER" of B Range if the ID is 1 (one), my code "=ROWS(IF(A2>1,A$2:A2,A2))" only give a continous number again. I want to stop the continous number on "1" until it reach another "1".....like i show it on "C Range" "LIKE THIS".....hope u guys help me out again.

I want to increment the number like in B range if the number in A range is 1 only......hope you get my point, my code display only a continous number.

If your data starts in row 1, place 1 in B1 to start the sequence off.

Then place this in B2 and copy down:-

=IF(A2=1,1,B1+1)
