Excel AddIn Reference Problem

Hello. I have the following problem. I am deploying an Excel AddIn (XLA file) to multiple users. This AddIn file is referencing one DLL that is located in C:\Documents and Settings\xxxUserNamexxx\Local Settings\Application Data directory. The reference is automatically converted to correct UserName for all users except one user. For this user, C:\Documents and Settings\xxxUserNamexxx\Local Settings\Application is still pointing to my UserName and therefore says "Missing".
Does anybody know what could be the problem? The DLL version is the same and registered.
