Excel Chart help: Y axis, dual scale

Hi Guys

I would really appreciate some help from you.

I am trying to create a bar chart with two scales within the one and only y-axis.
I am not after a secondary axis, only two different scales within the same.

so I have 3 columns

Column 1: Years (2000 - 2010)
Column 2: values from 0 to 23
Column 3: values from 280 - 310

Any ideas how I can get the y axis to start with a range from 0 to 40 and then a Cut where the second scale starts from 285 to 310?

I hope this is clear, if not please let me know.

so the y axis would basically show following values from bottom to top:

0
20
285
290
295
300
305
310
