excel custom charts - built-in greyed out / disabled

Using Excel2000 SP3 - Several users have found that the "Built-in" radio button under custom charts in greyed out and can't be selected anymore.

The option for User-Defined is the only one available.

Anybody know why this would happen? How to enable it?

To fix this I copied the file XL8GALRY.XLS from another computer into the folder c:\program files\microsoft\microsoft office\office11\1033. The file was missing on the users computer.
