EXCEL Formula not always working

Hi, I'm stumped I have an EXCEL Formula (which you had created years ago) that works most of the time but sometimes not.
The formula I have all the way don ColL is "=IF(A23="","",INDEX('[Ing.xlsx]All Ingredients'!$L$2:$L$15000,MATCH($A23&"-@-"&LEFT($F23,3)&"*",'[Ing.xlsx]All Ingredients'!$N$2:$N$15000,0)))"
But for some reason most the rows on top and below return correct info but then on a few it returns N/A even though I confirmed that the correct information shows in the source file
