excel opens when clicking a workbook but doesn't load clicked workbook

excel 2007

When I click on an excel workbook file (without excel open) excel opens but the file clicked does not load. At this point excel is functioning normally without an open workbook. I can then go to File Open and the file will load.

This behavior started when I was working with VBA code to automate table-driven command bars builds.

The VBE shows no open projects

I've used the control panel's add/remove program funtionality to repair and re-configure excel. no fix

I've used the add-in manager to make sure no lingering excel, com or automation add-ins are present. none found

I've looked for excel command-line switches. none found

Word opens and loads the clicked file. excel issue only

Hi

xl2003 or below: Tools>Options>General tab and UNCHECK "Ignore other applications"

xl2007 or above: Office button/File Ribbon>Excel Options/Options>Look down on the left for a General section (I think, doing this from memory) - same uncheck as above.

Click the Office button (top left), click Excel Options, click Advanced, scroll down to General, make sure Ignore other applications is not ticked.
