excel stacked bar

Hello,

I'm using excel 365 on win10. I'm trying to recreate the attached bar chart; but I have no idea how to go about this. the y axis are tax brackets; but the actual data is your taxable income. x axis is the year. I'd appreciate any thoughts on how to create this in excel.

Select all contiguous cells
Pressing Ctrl+* (asterisk) will select the "current region" - all contiguous cells in all directions.
