Excel Startup issue

This happened in excel 2003 and now again in 07/10. have a "personal.xlsm" file located in the XLSTART folder in c:\programs and excel ignores the file on startup (does not open). furhter I have verified that the secondary folders under c:\users is also not working.

problem is it works fine on one of machinges but does not work on another. All checks on installation etc show the two machines are the same. Further, this problem is also on several of friends machines
