Excel summation formula with internal variable range.

Is it possible in excel through standard functions or macros to sum a formula/equation that has a value inside that ranges from 1 to x.

Example: Cell A1 will have a formula ( (1+2)*X)/5 where x ranges from 1 to Cell B2

So if B2 = 3 then Cell A 1 should be [((1+2)*1)/5] + [(1+2)*2)/5] + [(1+2)*3)/5] = 3.6

One option would be
Excel Formula:
=SUM(((1+2)*ROW(INDIRECT("1:"&B2))/5))

If you have Excel 365 you could try this.
Excel Formula:
=SUM((1+2)*SEQUENCE(B2,1)/5)
