Excel Table Design, Budget vs Actual

I am working on a Budgeting spreadsheet that will include actual and budget amounts for about 20 items (revenue & expenses). My problem is the budget figures for the year are by "Period" of either 4 or 5 weeks, and the actual data will be entered by week.
My thought is each row of the table would contain the PeriodNum, WeekNum, actual data and budget data.
What is the best way to get the Period budget numbers divided by the number of weeks?
I would like to use pivot tables with slicers to display the data in a P&L format.
 

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
