I have been searching the internet and can't find anything to related to turning excel into a power dialler for mobile (Cell) phones (android), either by VBA script or software program.

I think there is a reason you can't find anything.
I don't know of any cross-platform to get VBA to run anything on android.
Have a loo at VisualStudio as yu can programs android apps in different languages on it, but absolutely not VBA
