Excel With VBA

I have 24 hours Road Survey Data in different direction and different Vehicles and these datas at 15 min intervals and these datas are in excel sheet . I want to sum each hour's values eg. (07.00-07.15),(07.15-07.30),(07.30-07-45),(07.45-08.00) I want to add values for these time periods.Then I want to proceed and add all values for the next hour, i.e. between 07.00 and 08.00, and i need Peak Hour Value,Total Hours and Pie & Line chart .
I need these calculations are using vba programming.For example, THIS IS MY DATA FORMAT

T.V=Total Vehicles(sum of T.P.V+T.G.V+T.S.V)

Every Direction has like this .How to generate these coding in VBA?Can anyone please help?Because i am new for VBA.Thanks
