Feet, Inches, Fraction of Inches

I want to type:

12 feet, 2 and 13/16 inches

as

12'2-13/16"

and

1)Turn this into a decimal number (so i can do calculations with it)
2)Convert a decimal number back into this (after doing calculations)
3)Display the fractional inch in simplest form and round to nearest xx/32. (for some carpenters)


Does anyone know a simple way to do this. Using just feet and inches is easy, but i havnt figured out a way to include a fraction of an inch.
