Filling in cells with zero's

I need to create an excel file that I will save as a text file. The problem I am having is filling in cells with zero's when the cell value should be a certain number of characters long and the text value can vary. When I save the file as a text file, I don't want to lose the zero's. Help!
 
I thought I was done, but not just yet.

I thought my file was ready to go, however, I saved my excel file as a text file so I can import into another system, and the data looks odd. For each of the lines that have alpha characters with a comma, the text file does not line up correctly. It adds quote marks before and after the data string for that specific line. Any ideas?
