FILTER with Multiple Criteria

Hi - I am trying to use the FILTER function to count the number of unique accounts by region, AND the number of those accounts with a positive sales trend. See the table below. In cells C23:C26 is where I want to return the number of UNIQUE accounts with a positive sales trend. I played around with FILTER but can't seem to figure out the right formula when you have multiple criteria. Thanks!

=ROWS(UNIQUE(FILTER($B$4:$B$19,($C$4:$C$19=B23)*($D$4:$D$19>0))))
