Finding the difference in two columns

I am having difficutly pulling some info and comparing it.

I have a 35,000+ rows of data with 14 columns across. I want to compare and pull all information that is different in 2 of the columns.

One column has a city name (i.e. Philadelphia) and the second column has a tax rate (i.e. .08%). But some cities have different tax rates and maybe listed multiple times. I want to pull the city and every different tax rate without listing the same tax rate for each city.

What would be the best way to do this; conditional formating, macro or function and can I have some help writing it?

Excel Facts

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
If you highlight those 2 columns. then go to data,filter, advanced filter and tick the box that says unique records only.. it will filter the unique combinations of the 2 columns

Running AutoFilter or Advanced Filter are good options. On the other hand, here is an example of a formula approach:
