Floating command button with hyperlink to the top of page

Does anybody know how to create a floating command button that has a hyperlink in it that when clicked will take you back to the top of the page. I'd like it to move down as the user scrolls down on the page.

That works but how can i assign a hyperlink to it. Meaning that when i click it it takes me to the cell a1 and i would like to have it take me to cell B18 or so. And is there a way that i can make this scroll down when i do rather then just following the cells?
