Force Excel 2013 to open files as read/write & not protected view.

I email files to users that I have protected and tracked the changes in. When the users email me the updated files, they open in read only and protected view when I try to open them. To be able to view the changes they have made, I have instead save the file, ensuring it is read write, and then open it.

How do I make Excel open files in read/write and not read only?

Also, how do I force it to stop opening things in protected view? I have already unchecked the 3 boxes under the trust center>protected view.
