Forcing another user to close open workbook

We have some workbooks that people leave open, and we can't tell who has them open. This leads us to walk around the office and starting turning off systems.

I was wondering if there was a way to force someone out of an opened workbook from outside the workbook?

I've thought about applying some code the the spreadsheet that auto closes after a set amount of time, but I would much prefer the more elegant solution of closing from outside the workbook.

Is this possible?
