format cell to 24 hour time

Hi all,

I am looking to format cells so that it shows times in 24 hour time.

So if i enter 2300 it shows 2300
So if I enter 0000 it shows 0000 (not nothing)
So if I enter 0400 it shows 0400 (not 400)

So always 4 digits.
