Formatting cells based on adjecent cell format

I am tryng to determine how to format a column of cells with text based on an adjecent or another cell's format.
Example:

I am using a countifs formula on the helper colmn and then 3-Color conditional formating.
I want the first column to match the colors from the Helper column.

I would do it manually if I only had a few values, but I have over 40.
Any help would be appreicated.
 

Excel Facts

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
In your conditional formatting, the "Applies to" range should include both columns, but the conditions will be evaluated on the Helper column only.

First thing I tried, but unfortunately, that does not seem to work. When I hit apply/OK the City column remians the same.

Have you thought of using the format painter in the home tab? Click on the source cell, then click on the new cell and the formatting should be copied over.

Please show a screenshot with the Edit Rule... selected.
