Formatting Cells based on Multiple Values

I am back for some more helpz...

Logic:
In the 'Team View' Sheet, I need the cell in the row of the person's name to color itself between the "Start Date" and "End Date" on the 'Total Scope' tab respective to the project.

Variables:
The name cell is a List. It can change. If the cells correctly color themselves in the row in the 'Team View' Sheet, when the name changes on the 'Total Scope' Sheet, I need those cells to have No Fill, and the proper cells gain color. The "Start Date" and "Due Date" values change as well, based on what person's name is chosen to complete that project.

I am going for a visual so that when people change the names around, they can better see who is available, and when in order to better schedule items. I need some ideas on the best approach to accomplish this task, as simply as possible.
Should I use Conditional Formatting? UD Functions? I don't even know what Conditional Formatting is, but I Google'd some keywords and found that was the common practice to change colors in cells based on something. But mine will be changing based on few items.
