formula for all values to be 13 digits

I have a list of values that vary for 9 digits to 13 digits. I need all of those values to be 13 digits. For those that are not 13 digits to add a leading 0/0's in front.
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
You can do

=TEXT(A1,"0000000000000")

Just note that the values are no longer numbers, they are just text strings.

Try selecting the numbers then running
