Formula for data validation?

A formula that I can use normally, does not seem to work in data validation, does anyone know why ?

=IF($D$13="March",TVLCTR,IF(OR($D$13=”April”,$D$13=”May”,TVLCTR1,TVLCTR2)

You appear to have brackets missing:

=IF($D$13="March",TVLCTR,IF(OR($D$13=”April”,$D$13=”May),TVLCTR1,TVLCTR2))

EDIT: and weird double quotes - make sure these are normalized before using the formula
